Manama: Shaikh Mohammed bin Ahmed Al Khalifa, Undersecretary for Municipalities Affairs at the Ministry of Municipalities Affairs and Agriculture, stated that the decision to empower licensed engineering offices with the authority to conduct final audits and inspections of completed buildings is part of the ministry's efforts to enhance licensing procedures and municipal services. This move aims to accelerate the issuance of occupancy and investment permits, aligning with the Kingdom of Bahrain's urban development needs.
According to Bahrain News Agency, Ministerial Decision (25) of 2026 amends certain provisions of the Executive Regulation of the Building Regulations Law. The amendment aims to regulate the inspection of completed buildings by assigning final inspection and audit tasks to licensed engineering offices, in accordance with approved legal and regulatory frameworks, and by utilizing national engineering expertise.
Shaikh Mohammed bin Ahmed explained that engineering offices will verify the compliance of completed buildings with issued permits and all applicable technical and regulatory requirements. This verification is necessary before completing the procedures required for granting occupancy and investment permits.
The decision is expected to accelerate the issuance of final licenses and permits, reduce processing times, and stimulate urban development and investment projects. It is also anticipated to support economic growth while enhancing Bahrain's investment-friendly environment.
Shaikh Mohammed bin Ahmed added that the decision is part of ongoing initiatives by the ministry, implemented in partnership with the private sector. These initiatives aim to improve the efficiency of municipal and engineering services while maintaining government oversight and compliance with approved standards.
