Manama: Jamal Abdulaziz Al Alawi, Secretary General of the Tender Board, affirmed that the board continues its efforts to support procuring entities and enhance the efficiency and capabilities of national personnel working in government procurement through specialised training and qualification programmes for evaluation committee members. He said the programmes contribute to improving the quality of evaluation processes and reinforcing the principles of transparency, efficiency, and fairness in government tenders and auctions.
According to Bahrain News Agency, Al Alawi said that the evaluation committee qualification programmes conducted between January 2026 and July 2022 trained 1,571 employees from 67 procuring entities, reflecting the board's commitment to investing in human capital and developing the specialised skills and knowledge of government procurement personnel in line with best practices and in support of more efficient government spending.
He added that the programmes are implemented in accordance with the Tender Board's circulars and regulatory procedures, including those governing the qualification of evaluation committee members for procuring entities, the code of conduct to be observed by committees responsible for tender and auction evaluations, and the organisational procedures governing evaluation processes. He noted that these measures strengthen employees' professional capabilities, ensure committee members' compliance with approved regulations and procedures, and reinforce the principles of integrity, transparency, objectivity and professionalism in tender and auction evaluations.
The Secretary General said that qualifying evaluation committee members is a key pillar in developing the government procurement system, given the vital role these committees play in reviewing and evaluating bids in accordance with approved criteria and requirements. He stressed the importance of continuously developing their abilities to enable them to perform their duties efficiently and professionally.
Al Alawi said the Tender Board will continue to develop and expand its training and qualification programmes to support procuring entities in implementing government tender, auction and procurement regulations, enhancing the efficiency and effectiveness of the Kingdom's government procurement system.
