Public Prosecution Engages in GCC Event on Judicial and Legislative Collaboration

Kuwait city: The Public Prosecution took part in the inaugural GCC Conference focused on the Future of Judicial, Legal, and Legislative Cooperation among Gulf Cooperation Council (GCC) countries, organized by the Supreme Judicial Council in Kuwait. Dr. Ahmed Al Hammadi, Senior Advocate General and Head of Judicial Inspection at the Public Prosecution, presented insights on the current landscape of international judicial cooperation among GCC states, highlighting challenges in extradition and asset tracking and recovery both regionally and internationally.

According to Bahrain News Agency, Dr. Al Hammadi emphasized that GCC countries have established the necessary legislative and institutional frameworks to facilitate effective collaboration within the region and with international partners. He noted that judicial cooperation among GCC states is notably efficient, especially regarding extradition and executing mutual legal assistance requests related to asset tracing and recovery. He remarked that procedural obstacles can typically be managed through coordinated efforts, given the collective commitment of GCC countries to harmonize their legal mechanisms with global standards and agreements.

Dr. Al Hammadi also discussed practical challenges encountered in broader international cooperation. He pointed out that Bahrain has been proactive within the GCC, particularly in asset tracing and enforcing confiscation orders, supported by a comprehensive legislative and institutional framework that ensures the effective execution of assistance requests.

He further highlighted that Bahrain's framework has been enhanced with the issuance of a Guidance Manual on Asset Recovery Requests and Enforcement of Confiscation Orders, as per Decision (47) of 2025 by Dr. Ali bin Fadhel Al Buainain, the Attorney General. This manual, developed in collaboration with relevant national authorities, aims to refine operational procedures and strengthen international judicial cooperation.
